Архитектурно, данная функция у Вас очень странная.
Она называется ЗагрузитьКурсы. Соответственно, из имени вытекает, что она их будет загружать в регистр сведений КурсыВалют (если такой есть в конфигурации), а не возвращать как результат функции. И в таком случае, результатом функции может быть признак успешной загрузки (Истина - загрузка выполнена успешно, Ложь - загрузка не выполнена из-за каки-то препятствий).
Если же Ваша архитектура все-таки предполагает, что функция будет возвращать загруженные курсы, то возникает вопрос - а в каком виде она должна возвращать это значение (вариантов много)?Также не очень понятно зачем в эту функцию передается аргументом Валюта, если она внутри функции нигде не используется?

На вход фукции дается валюта например USD А на выход должен идти ее курс

А используемый Вами сервис не позволяет сразу в параметрах запроса передать фильтр по валюте?
А то тоже глупо получается - качать курсы по всем валютам, чтобы только один из них получить.
Функция должна возвращать курс в виде числа (курс разделенный на кратность)?
Или в каком виде Вы хотите, чтобы функция возвращала курс?
