4. Гибкое создание форм для заявок, т.е. чтобы можно было добавлять/удалять различные поля и к каждой форме можно было привязать цель из Google Analytics и счет статистики в модуле Статистика.

Привет, от 300 долларов минимально может потянуть все что вы хотите. Это не с потолка, просто то что вы хотите, это равняется заново написать достаточно сложную тему для Вордпресс, а как вы сами можете посмотреть цены на тем форекс.
Средний плагин он же и есть функционал стоит от 50 иногда и 100 долларов.
У Вас же, и плагин и сам по себе функционал темы расширяется, и возможно переезд на более качественный хостинг. (подчеркну возможно переезд !)
Так как нет детального тех задания, сложно оценить именно обьем.
