лучше взять норм сервер, базу и rdbms.
не нужно из экселя делать то, чем он не является.
реализовывать придётся сто лет, потрачена будет куча денег и времени и результат будет печален.

Дарю идею.
Логин /пароль совсем не проблема, в эксель есть возможность отправлять запросы к различным источникам данных, для подключения к базе можно использовать файл подключения. Управляя этим файлом из приложения, можно управлять авторизацией.

Права доступа всегда реализуются на сервере, а не в клиентской части.
и как правильно заметил Юрий, в Ехсе1 есть инструменты для подключения к различным источникам данных, в т.ч. и к SQL-серверам (с авторизацией или без таковой).
Если у вас нет серверной части, то о клиентской рано еще говорить.

Андрей, конечно. Серверная часть там просто база. Громко называть это серверной частью. Про права доступа согласен. Разумно. Согласен рассмотреть Ваше предложение по работе.
