Hello. I suggest to create a project on React/Vue as a frontend. On the backend, I suggest to use NestJs (not NextJs) and Postgres as a DB. Do not use Express, as a backend - it is old technology, you will have problems with supporting such project in future. For realtime in chat I will use websocket technology.

And If you will need scaling, I can suggest to deploy it to the cloud, for example AWS.

The project looks interesting and challenging at the same time. Polina did a great job on UX/UI, so throwing her job into the trash would be a waste of resources. So I wanna help you deliver this the best way you see it. I suggest the next tools/frameworks for the task Nextjs(React) for the client, Nest.js + Nodejs at the backend side, and PostgreSQL as a storage. This list is not set in stone, as I do not know all the details of the project. The same is true for estimates. I assume both numbers will change after more detailed research.

As a senior full stack developer with 7 years of experience in web development using React,Next.js, Angular, Node.js, MongoDB, PostgreSQL, MySQL both of desktop and mobile, I'm very confident that I can complete your project perfectly and deliver on time.
I think in this project, the most important thing is to keep real-time capabilities for providing the candidates and HR teams to get real-time updated notifications instantly and the other important thing is to enhance user experience on fast loading frontend.
And in db, also we need to create most optimized db structure to handle large data so easily.
I think React or Next.js for frontend and Node.js/WebSocket or Socket.io on backend and MongoDB or PostgreSQL is the most suitable tech stack for implementing all functionalities.
My total estimate timeline is 30 days and estimate budget is 4000 usd.
