1. Would you like this to be a 2D or 3D game? This will determine the choice of technologies, budget, and scope of work. 2D is simpler and cheaper to develop. If it is 2D, then the choice will most likely fall on pixi.js, and if it is 3D, then it will most likely be three.js. This is all pure native web implementation (webgl, webgpu).
2. There is a question regarding the strict binding that 1 removed poop = +1 new dog. I think this will cause undesirable effects from a game design perspective. It turns out that if the player always keeps the number of poops below 10, then each collected poop is a plus dog, and the number of dogs will increase too rapidly.
3. The level of polish, including from a game design perspective, depends on the budget. Because with a small budget, there will be no time for polish at all.
