AI chatbot for order taking, customer responses WhatsApp API Laravel

For your information - we use a paid subscription for ChatGPT, there is no paid subscription for WhatsApp and we do not want to purchase it for now, as we have 10-30 requests per day, which is few.
Regarding our needs from the chatbot:
1 - It is necessary to set up the bot's logic for processing new requests - the bot should understand clients and accept orders in WhatsApp, as well as write to clients who sent an order on the website but did not pay or did not provide all the data for order fulfillment. Minimize lead loss.
- Responses to questions about orders and recording client comments on the website from WhatsApp
- Answer questions about the current order and status, about order details. In WhatsApp and on the website. Record/take into account new client comments on their order.
- Consult during the order, assist clients. The bot should know all the nuances of our activities and operate with this information.
- Receive notifications from CMS for proactive sending of information to clients about their orders.
- Complexity of dialogues
If AI will handle live communication with the client (including capricious, angry ones, with incomplete information) - the model needs to be well trained, possibly even with additional training on conversations directly during dialogues. Or in case of non-standard responses, immediately forward to a live operator. Testing is necessary!
2- All order information is on the website. There is a programmer, everything that is needed can be refined and done as required. Our website is on Laravel. Everything that the bot needs to know will be on the website or in correspondence with the client in WhatsApp. In theory, the bot can supplement the order on the website with important information from the correspondence with the client from the messenger. Should the bot be able to add an order to the website independently? Respond to emails?
