По оплате:

В 10 раз выше, чем у вас указано) За такие деньги, даже на другом движке, магазин не делается, а вы хотите на битриксе, который в 2-3 раза дороже других систем, в разработке и обслуживании. За ваш бюджет, можете разве что, найти что-то готовое в маркетплейсе.

Хотите вложиться в 10к - используйте готовые решения, шаблоны и модули, настраивать придется самому. Если интересно - могу узнать у знакомого, что может продать на 10к.
