20-40 метров для миниатюрного устройства еще и с мозгами, IP68 за 40 центов. Вы и за 40$ не найдете.
Скажу, что база данных пишется уже под мобильное устройство и вся логика. Есть предложения по конструктиву, которое поможет приблизить Вас к решению. Но 0.4$ точно нет. Могу дать рекомендацию как ПОПРОБОВАТЬ выйти хотя бы в 2-3$. Можете написать в личку.

Хорошая идея. Но я её Вам развалю абсолютно безплатно.
В телефоне есть только следующие безпроводные интерфейсы: WiFi, Bluetooth, иногда NFC.
NFC работает на расстоянии до 10 см.
WiFi очень энергозатратный, от батарейки живет считанные часы.
Bluetooth соответствет требованиям по дальности и живучести. Но самый дешевый чип NRF51822 стоит 2.62 евро в партии из 1000 шт. Готовое устройство с указанными Вами требованиями стоит около $10.
Ещё есть RFID-метки, как пассивные, так и активные. Но для них требуется отдельный считыватель. NFC некоторые из них читать умеет, но только на расстоянии в пару сантиметров. А считыватель на 20-40м - коробка размером с ноутбук.
Так что никак. Вообще.
