I can write a function that is by click:
1) calculates the value of the attribut href
2) shows a pop with the tag img (picture) to which the attribut src puts the way to the picture.

Добрый день. "программа на js" это не корректное выражение, но могу предложить несколько вариантов решения вашей задачи, в зависимости от исходных условий, а именно: сайт ваш и вам в рамках него надо написать этот функционал? то есть просто расширить существующую кодовую базу. Тогда вообще ничего мудрить не надо.
Или общее решение, в случае которое можно применить к любому сайту, а именно написать расширение для браузера (например для гугл хрома, chrome extension), пишется все на js как вы и хотите, но при этом можете модифицировать страницу как угодно, встраивать нужную разметку, можно сделать универсальным по шаблону для всех необходимых сайтов, да и вообще очень удобно манипулировать дом деревом и событиями на странице. Если будет желание, обращайтесь. Время свободное есть, сделаю.
