For implementation, I would go not through a cosmetic banner, but through a proper consent management scheme - CMP or a light custom solution, cookie categories, default denied until user selection, updating consent status in Google Tag Manager, checking transmission in Google Analytics 4 and Google Ads. Here’s the nuance - the banner should not just be displayed, but actually block or allow tags by categories.
