I can help you with this task, but it should be understood that with such a budget, there can be no question of drawing an exact copy from scratch by hand. Such things are not done for $50. And ultimately, it is simply not feasible.
Because if you need to make an "exact copy" - it would be simpler/quicker/more logical to directly take this image (or rather find the original in full quality, as here it is only a screenshot), and work directly with it, combining it with the image of the dome. Then you will actually get an "exact copy".
Also, these images are 100% protected by the copyright of companies such as Portkey Games and/or Warner Brothers. As an illustrator, I can draw anything for you, but since you are the client, the responsibility for creating and using such an illustration/photo manipulation lies with you. For personal private use, this can be done without questions. But I would not recommend using this image commercially, as in the event of a lawsuit from such companies, you risk losing more than you earn.
If you are ready to continue the discussion, I would first like to clarify: do you need to make a copy based on the horizontal cover image from Hogwarts Legacy, not an image of Hogwarts with a man in a suit, correct?
Also, what format and size in pixels or cm should the final image be, are there any specific technical requirements for it? And what are the plans for it going forward? Will it be purely for viewing on a monitor, or possibly for printing, or both?
