Опыт работы большой, в основном Laravel, на нем и сделаю проект, если будем сотрудничать. Цена примерная, +/- 2000. Меньше бюджет обсуждать, как по мне, не стоит. Ничего качественного точно не получите.
Чтобы более детально просчитать стоимость, нужно уточнить еще некоторые вопросы.

Для начала нужно внести в ТЗ описание механизма работы через VPN. Они уже есть или их надо организовывать. Откуда брать сервера, где организовывать ВПН или это будут купленные VPN. На каком протоколе они будут?
Что бы предложить стоимость, нужно понимать весь объём работ. -
