A familiar situation, this is quite typical behavior for "smart" Google campaigns (especially Performance Max), and I know how to fix it.

Most likely, Google's algorithm in the first days received several conversions exactly from 16:00 to 17:00, "drew a conclusion" that it only makes sense to show ads at this time, and now it is trying to spend the entire daily budget in this one hour.
