имеется приложение в плей маркете, определение местоположения друга на карте. хочу добавить функцию,
1) поиск местоположения друга, знакомого, не знакомого и так далее, даже если у данного абонента не имеется такой же программы,
2) звонки с мобильного приложения на такое же приложение оффлайн. либо звонящий онлайн, а принимающий звонок - оффлайн.
понимаю что возможно неосуществимо, но рассмотрю все варианты

Либо вы не правильно сформулировали задачу либо она не решаемая.
Например звонок из приложения кому то кто офлайн не возможен так как он офлайн. Может вы имели виду что он таки подключён к сети и в состоянии принимать звонки просто не открыл своё приложение?
Тоже и с поиском, если человек не передал свои координаты то их не как не получить. Если у него нет приложения то ему можно будет зайти на сайт и передать координаты сайту, а тот уже смог бы обеспечить поиск. -
