Т. е. я не могу объявить структуру "Информация про студента" (имя, фамилия, ...) и создать функцию, которая выполнит разбор строки из файла и разбросает данные по структуре?

Хорошо, а если, допустим, есть все перечисленные функции sum(), who(), ... в них происходит обращение к файлу (открытие, чтение, закрытие), в результате получаем строку (массив символов).
Эту строку передаем в дополнительную функцию, которая ее обрабатывает (напрямую с файлом работы нет) и заполняет структуру.
Или структуры сами по себе использовать нельзя, а в каждой функции sum(), who(), ... не разбирать строку полностью на все составляющие, а выдергивать только то, что нужно (например, парсить только имя, а дату вообще не трогать)?

В примере выполнены пока только две команды sum, who.
Использовал только массивы и команды языка си(printf, scanf...).
Пишите в личку предоставлю код.
Доделаю за пару часов.
