Вы бы более конкретно уточнили, какая именно обработка изображений нужна. Потому что от этого зависит выбор нейросети и, следовательно, сложность реализации (сроки+стоимость)
Ну и, начнем с того, что OpenCV - это библиотека обработки изображений. не имеющая отношения к нейронным сетям. Для нейронных сетей используются TensorFlow, Theano или Keras -
