I offer a service for collecting and structuring an up-to-date database of village and city councils, as well as utility companies (housing maintenance companies, city lighting services, municipal enterprises) responsible for street lighting within one region. The information will be current as of 01.06.2025, taking into account all changes resulting from decentralization reforms, community mergers, and territorial losses due to the war.
During the process, I will gather detailed contact information for each council and utility company: official name, type (village, settlement, or city council), address, phone number, email, if possible – EDRPOU code and website link. For municipal enterprises, the focus is on budget institutions that make payments through the state treasury service — those responsible for street lighting, servicing housing stock, etc.
Information will be sourced from several sources: official portals of regions and communities, rada.info website with local council profiles, data.gov.ua open data portal, spending.gov.ua payment registers, as well as manual review of pages on the councils' or municipal enterprises' websites. If an email address is missing or non-functional, I will indicate this accordingly. If the contact is only available through a feedback form, it will also be considered.
Ultimately, the client will receive three Excel files: separately for village councils, city councils, and utility services. All files will be structured for further use in analytics, CRM, or email campaigns. If needed, formats such as CSV or JSON can be agreed upon for storage.
For one region, I need three to five working days to complete the project, including data collection, verification, and formatting. The full package cost for one region is 3,500 hryvnias. For multiple regions ordered simultaneously, an individual discount can be negotiated.
If the format is suitable, I am ready to start with one test region and then scale to other regions. I await your region name and, if necessary, any special requirements for the data structure.
