There is no formal technical specification yet, it is in progress, you may be involved in its completion.
Basic functionality that should be:
1.creation of hot wallets on request
2. monitoring incoming transactions for wallets
3. transfers from system wallets to others, on request
4. monitoring data for system wallets (balance, transactions, time, recipient, transaction amount)
5. ensuring transaction security and data privacy
