Что касается исходников:
- если это отсканированные документы, то да, лучше FineReader нет, но
- если эти документы преобразованы из Word, то они содержат встроенные шрифты и "читабельный" текст. Для таких документов FineReader подходит хуже - он работает только с OCR (оптическое распознавание символов). В этом случае лучше воспользоваться другими программами - так называемые "конвертеры".

Conversion process PDF file to DOC file:
1. I open .pdf file in "Adobe Acrobat DC" and edit (I remove headers and footers, page numbers, etc.).
2. File PDF open in "ABBYY FineReader 12" and exported to DOC format.
3. File .doc open and edit in Word2016 (I create a table of contents, add styles, etc.).
