Вітаю, потрібно створити програму для оповіщення про повітряну тривогу.
Коротко: Можливість в програмі обрати / або розмітстити в теці з програмою звук формату .mp3 для оголошення та відбою повітряної тривоги. Можливість вибору регіону для повітряної повітряної тривоги та збереження налаштувань.
Важливо. Програма буде запускатись автоматично при старті Windows XP, відповідно має бути 100% працездатність програми на Windows XP.
Що очікується, отримання скомпільованої програми та коду програми. Програма має бути скомпільована у виконуваний файл .exe. П програмі мають бути налаштування з вибору регіону тривоги, та збереження обраного регіону в разі вимкнення ПК, або програми, регіон не має збиватись. Налаштування своїх звуків для оголошення та відбою тривоги розміщених в теці з файлом програми, для зручної заміни звуків тривоги та відбою. (Можу розглянути інші ваніанти) 100% працездатність з операційною системою Windows XP.

о ні, я стараюся обходити стороною людей які намагаються влізти в технічні аспекти роботи програми зовсім нічого в цьому не тямлячи

Не зовсім розумію, про що ви. Намагався детально описати, що саме потрібно виконати.

ви ж поняття не маєте чим пайтон кращий чи гірший за інші мови програмування, проте вирішили що саме він вам потрібен лише тому, що знайшли щось на гітхабі (причому раз знайшли це щось то чому воно тут? як воно те що треба то беріть і користуйтеся, як ні то нащо взагалі воно тут?)
такий підхід клієнта практично гарантує що він буде добавляти хотілки існування яких ніяк не зможе перевірити(наприклад як ви планували перевірити що воно саме на пайтоні? екзешки декомпілювати ви навряд чи вмієте, та й навряд чи вистачить скіла аби визначити що ісходніки що вам скинули саме те що у вас працює) і забуватиме вказати те що йому справді треба очікуючи що *воно ж само собою розуміється* (а-ля використання сповіщень віндовс)
мій досвід підказує що краще не дивитися на подібні проекти, ніж потім тратити на них втричі більше часу бо замовник вважає що платити треба за результат який він мав на увазі, а не за те що вказав у ТЗ -
А где брать признак тревоги? Как программе понимать что началась тревога?
