Не ведется лог с действиями пользователя. Поэтому, правильнее будет сказать не "парсер", а "шпион", который должен быть все время запущен и будет постоянно следить за пользователем. Но насколько я знаю в том же ВК Вы не узнаете кому и когда пользователь ставил лайки.
