The project is interesting but quite extensive.
I suggest to do the frontend in angular or react. And to use the cloud service firebase from google as the backend. It allows to synchronize passwords between users in real-time. It also has ready-made functionality for user registration and authentication out of the box.
For such an application, the use of firebase will be practically free of charge.
