    Скорее всего 4000 порт у вас не проксируется http-сервером, а сокет-сервер который этот порт слушает поднят на базе модуля http,  а не https. Тут нужно видеть настройки nginx (или тот http-сервак который у вас крутится) и видеть код. Работы там минут на 20-30 вместе с перепиской, но вряд ли за 150 грн кто-то толковый будет браться. На моем приборе по крайней мере даже стрелки не шелохнулись.

    мені потрібно, щоб через https протокол до нього можна було б так само достукатись.
    до самого серверу по айпі зараз можна достукатись по https:
