I will do it "turnkey" - both the technical part and the translation.
As I understand the situation, it is about adding a second language version, partly to improve search results.
If Ukrainian is kept as the main language (which complies with legal requirements), and Russian as the second, this will mean that the existing links will remain unchanged, while there will be new, slightly different links for Russian, with a language prefix and its own transliteration.
The first entry to the site by default will either go directly to the Ukrainian version or through a language selection banner.

Since there is no WooCommerce on the site, the free version of Polylang will fully provide everything necessary for multilingualism.
I am fluent in both languages - no stylistic blunders, -isms, etc., not to mention spelling.
An example of a similar large-scale work (more than 600K characters of one translation, from Russian to Ukrainian): https://davines.org.ua/ru/ This was done quite a while ago, so since then materials have been added without my involvement. There are also smaller examples of translation and editing in my portfolio.
Captcha - it's clear, there is practically nothing to discuss there, the only question is which specific form to attach it to.
