For forecasting it is better to develop a regression equation by type u = a*x + (or -) b, see Cv, sigma.
I developed such regression equations, and according to the sigma I calculated the size of the most frequent part of the sample (from the average arithmetic).
I can process the data in this key.

Задача очень реальная. На данном этапе считаю что достаточными будут только те исходные данные которые я привел в ТЗ. Считаю сейчас не стоит отягощать решение данной задачи.
Если нужно привязка события то пусть это будет к примеру дождь: есть день когда он есть (ДА = 1) или его нет (НЕТ = 0). А будет он завтра или не будет зависит только от наблюдаемого ряда по моему ТЗ.

если совсем грубо то берутся средние арифметические всех параметров и на этом основании получают результат
в вашем первоначальном случае можно выделить макс три параметра — ваши значения, день недели, день месяца
если будет еше больше параметров — будет уже более точнее предсказывать
и то точность так себе
