Add PWA application to Google Play

There is an application that is a PWA and works as a mobile version of the website, exactly the same. Currently, it is in the closed testing phase, which requires at least 20 users who will conduct testing for 14 days.
I added 20 accounts from emulators, from one IP, and invited them as testers. There was no activity from the accounts, only installation and login to the application. And so, 20 accounts. After 14 days, I received:

Task:
Successfully complete the testing phase so that the application is allowed into open access on Google Play.
