Python Flask WebSocket Endpoint + Twilio Media Streams

Create a WebSocket skeleton on Python Flask designed to receive stream audio data from Twilio calls.
Set Endpoint to play an audio clip (during 3-5 seconds) every 5 seconds. You can use any audio clip for this purpose.
Make sure that the audio system does not receive input audio data during the playback. In the future, we want to turn our Speech Recognition + Speech Generation, and we want to make sure that ASR does not listen to itself.
Organize the code carefully, enable the requirements.txt file for dependence and use formatting to make it easier for the future reuse of the code.
