У пользователя есть на выбор 3 раздела(страницы) - пользователи(где таблица пользователей), сообщения(ниже описана верстка), Рассылка ( поле для ввода текста и Кнопка отправить - Рассылка по всем пользователям, кнопка запланировать - выводится ввод времени и даты и кнопка подтвердить/отменить).
