I must say that using a browser as a renderer for animations is a very heavyweight solution in itself; however, I understand your idea of having a single codebase for animations both for rendering on the backend and for previewing in the browser window. By the way, I am not sure which would be more cost-effective - writing a browser-based animation renderer or creating our own. Especially when the task is only to render a text layer with character-by-character animation, and nothing more will be needed in the future.

Within the framework of the technical specifications, I would suggest the following.
1. We will definitely need to slightly modify the React code, plus extract the animation previewer as a separate React component for reuse (if it hasn't been done yet).
2. We will need our own browser build as a renderer, for example, CEF. Compiling it ourselves will take a very long time - 2 weeks for just one compilation, so we will have to use ready-made builds, and we probably won't need to change anything in the browser code. We need it in this form for more fine control over the rendering process. Since ultimately a separate server with a GPU will be used, where our browser renderer will run, the cheapest way will be to use Windows as the OS. Making CEF for Linux is a hassle, and if it also needs to be wrapped in Docker, it will be a whole separate adventure with its own problems. Each of these issues significantly increases the complexity and budget of the project, so we try to avoid them.
3. I have very little experience with Python, but since we have a separate server with Windows, which can be considered a microservice, it can be written in any convenient language; for me, that is C#. If something small needs to be changed in the original backend in Python, there will be no problems with that.
4. The deadlines and budget are written for the cheapest option.

And in conclusion, I will say this. Perhaps it is still worth considering the option of a custom renderer if the animation is always the same, and only the font, color, and size change. There is even the possibility of using the text renderer from Chromium. Yes, it may not be pixel-perfect, but with barely noticeable changes to the eye.
