I think the main thing is simplicity, convenience, and clarity of the application, and all of this should be packaged in a nice design.

Good day. We looked at the technical specifications — it’s a whole system: iOS/Android + server + database + web admin panel + access roles + push notifications + proper security and change history.

Who do we have in our team for this:
• PM/analyst (to keep order in the process)
• designer (to make forms/screens user-friendly)
• mobile developer (Flutter/React Native or native)
• backend developer (API, authorization, workflow, audit)
• frontend for the admin panel
• QA (testing roles/stability)
… • DevOps partially (releases, servers, backups, monitoring)

Why I don’t suggest 500k and “we’ll do it in a month”:
for that money, it usually results in a raw prototype. Without proper roles, without an audit trail, with broken media (photos/videos), without monitoring/backups, and with problems at release in stores. Then it either gets rewritten or is “patched” forever. I’m not saying this applies to everyone, but it’s always at your own risk.

Our approach is more expensive because we do it to:
• work stably,
• be secure (RBAC + audit),
• make the admin panel truly manage the process,
• be maintainable/developable.

To enhance your plan and look cooler: we can add AI.
For example: category/severity hints based on text, a brief incident summary for management, search/grouping of similar cases (less duplication), “smart” notifications without spam.

In short about the budget: MVP usually ranges from ~700k to 1.6m UAH, full version — from ~1.8m+. We will be more precise after 5–7 clarifications (offline, depth of audit, export formats, GDPR/hosting).
