Often in such projects, the problem arises not in the layout but in the fact that the expectations from the "visualization" do not match how Kadence Blocks actually behave responsively. Especially on mobile devices, where the composition starts to follow its own rules.

I would start by analyzing your documents and first assemble one key page (the main one). Not the entire site at once. This allows for a quick check of how well the current layout fits into Kadence and whether it needs to be slightly simplified or restructured to scale properly.

After that, internal pages can be calmly assembled using one template, so there is no need to invent a new structure each time.

In terms of time, such a volume usually takes about 25–40 hours depending on how "rigidly" the layout is fixed and how much custom responsive logic is required. This is approximately $500–800 at a rate of $20/hour.
