Basically, double opt-in is the correct solution because without it, people can provide invalid addresses, and you sent to invalid addresses, which is why you were blocked. But on your websites, I did not see a popup or subscription pages, so the question is how exactly you collect subscribers. And email campaigns should be done at least twice a month, not once every 3 years, because after 1 year, if you haven't sent any campaigns, it is no longer considered your contact database.
Therefore, I am willing to consider cooperation with you. Promotional mailings and a Welcome series (automation) with a popup.
