не сильно понятна задача.
изначально человеку выводится страница с выбором страны или дополнительно нужно чтобы автоматически определяло страну с которой человек посетил сайт?
при выборе страны просто должно переводить человека на нужную языковую версию сайта?
тогда не пойму как человек выбрать страну и если список стран вы выводите сами, то логично что у вас должны быть все языковые версии сайта.
опять же переводы - это задача исполнителя делать сами переводы? если да то тут должны заказчики предоставить текста, картинки и так далее. и вообще наполнение контентом согласно языкам это отдельная оплачиваемая работа.
