Хотелось бы чтобы он был на сервере, авторизовался и постил объявление себе сам периодически на автомате а не в виде какой-то программы, которую надо постоянно запускать на компьютере. Наверное для этого лучше всего подойдет РНР, но если у Вас есть другие варианты - пишите тоже

Потом в будущем потребуются ещё платные доработки: добавлять ещё 5 в скрипт, добавлять многопоточность на несколько задачи, (прокси) и т.д.
