Не тратьте деньги на фрилансеров, что бы сайт загонял производительность хоста на нем должна быть высокая посещаемость и писать его должен был ученик говнокодера. Что это за хостер, каким образом он интересно так вычисляет процент нагрузки на его железо именно от ваших проектов. Мой совет, уйдите к другому хостеру, а если позволяют финансы возьмите в аренду отдельный сервер, даже VPS/VDS, у них старт от 150 грн/мес, все зависит от объема места и памяти и вы за будите о таких проблемах.
