Бюджет на главную страницу у нас отдельный. После того как сделаем ее, перейдем к разработке всего сайта.

Как-то Вы задачу вверх ногами поставили: дизайнеру неизвестно что рисовать, и потом, когда утвердите функционал, скорее всего придется "дорисовывать", если не переверстывать.
Ну и в целом, работа за $30 - это в лучшем перелицованый готовый шаблон.
