Логика следующая:
Пользователь регистрируется на сайте, покупает тариф, получает реферальную ссылку, по которой могут зарегистрироватся 2 партнера.
Когда партнеры покупают тариф, вся сумма отправляется человеку который их пригласил, дальше следующий тариф и так далее.
Если к пользователю у которого есть 2 партнера хочет зарегистрироватся 3й, то он попадает к партнеру у которого нет реферала.

Меня зовут Никита, у меня есть талантливая команда из 14 человек, предоставляющая полный цикл разработки продуктов - Noxu Solutions. Находимся в Днепре, почти соседи. Работаем как ФОПы.
Наш основной стэк по Front-End - React.js / Vue.js. Back-End - Node.js / Python3. Настоятельно не рекомендую использовать PhP. На этом языке по большей части поддерживают существующие старые проекты, но не пишут новые. Также вариант комбинации, к примеру, React + Node является более бюджетным, т.к используется одна технология (JS) и перспективным к мастабированию. Мы разрабатывали сетевой/реферальный маркетинг для проектов в сфере dating/social media. Опыт определенно есть.
Сроки и бюджет пока поверхностные указал, т.к нужно больше деталей. Потому, с радостью бы с Вами пообщался, подписал NDA при необходимости и ознакомился с макетом дизайна (если есть - если нет то сделаем). Если всё будет гуд - то попробуем обсудить проект более предметно.
