It would be simpler and faster to do everything from scratch without using any CMS or similar.

Implementing all of this is not a problem.
Keep in mind that besides development, you will also need to invest budgets into various AI tools, APIs, services, etc., as the functionality is very extensive and everything needs to be integrated into the final product effectively.
