Создать тест с выдачей результата в конце

Необходимо создать страницу с тестом. Суть теста в подборке средства.
Пользователь отвечает на 4 вопроса и в конце выдаётся подходящее средство.
У каждого средства есть 4 критерия (1 вопрос=1 критерий).
По каждому критерию есть 2 значения (1 или 0).
Значение может быть или одно, или оба.
Нужно создать базу товаров (до 15 шт.) и значений их критериев.
Ответами на вопрос создаётся условие по всем критериям.
По этому условию подбирается товар из базы и показывается пользователю.
Если под условие подходит несколько товаров, то показывается любой в случайном порядке.
Также, есть универсальные товары, которые подходят под все условия (1-2 товара). Такие товары должны иметь меньший приоритет, если под условие подходит несколько товаров.
+ Дополнительно интересует разработка в админке визуальной части выбор товаров и добавления им значений.
