Пользователь заходит на рабочее место, меняет АйПи на американские с помощью установленной программы, типа HMA, и серфит по сайтам с целью покликать по рекламе. Важно, должно быть так, что бы не вычислили, что все АйПи и все клики выполнены с одного компа или одного сервера. Могут на рабочее место по паролю заходить разные люди, с разных компов и разных мест и выполнять эту работу. Если я непонятно сформулировал задачу как чайник, задавайте вопросы, будем уточнять. Потом эту систему надо будет администрировать, так что задание не разовое.
