1С выбивает ошибку и больше не входит в базу, требует войти через конфигуратор.
С конфигуратором та же проблема.

Может оказаться, что для решения проблемы понадобятся права Администратора системы. Если у Вас их нет, то мы вряд ли сможем Вам помочь.
Из скринов, возьмусь предположить, что база серверная, и на сервере СУБД кто-то (обычно это Администратор) изменил параметры локализации базы.
Как вариант, это могли сделать и в Конфигураторе, но скорее всего 1С не позволила бы сохранить такие изменения.
Поэтому, в первую очередь найдите своего Админа и спросите у него, может ли он исправить ситуацию? -

Если бы он менял в конфигураторе, то либо ошибки не было бы, либо ему не дали бы это сделать. Так что скорее всего, меняли средствами СУБД (если вообще проблема в этом).
