потому, что именно тут Вам надо описать краткое ТЗ, что-бы потенциальный исполнитель, хотя бы попытался увидеть идею в Вашем тумане. Вы пишите подобное ТЗ второй раз, даже не пытаясь понять, почему Вам не пишут. Это говорит о Вас как о заказчике, с которым лучше "не работать". Без обид, только по существу. Вы либо стараетесь на своем этапе "привлечь исполнителя", либо просто нет смысла дальше двигаться
