6 минут реакция на команду start... У меня такое чувство, что вы фотографии в бд храните (хотя зуб даю так и есть). Плюс тариф с 2 ядрами, но бот скорее всего юзает только одно. Если нужно конкретно оптимизировать, то это надолго.

Если фото действительно хранятся в бд, то надо слегка скрипты переписывать, а возможно сразу бота по уму с нуля написать (этот случай лучше т.к. проблем с оптимизацией больше не будет, и качество архитектуры из под земли наконец то взлетит). Если нужно текущую информацию в бд сохранить, то плюс ещё время.
