Ваши адреса сервера известны атакующему, минимум смена IP, всякие сервисы вам не помогут фильтрации так как известен прямой адрес сервера!

Фильтрация помогает если адрес не известен, в ином случае с любой фильтрацией или проксированием - вас будут атаковать в обход по прямому адресу, имейте ввиду, спасет только фильтрация но со сменой основного адреса сервера!

Заказчика отрубили от сети, атака в 13 гбс забивает канал - что даст ваш IPtables? ничего, трафик до сервера при всем хорошем попросту до ваших таблиц не дойдет, изза того что канал переполнен!

Зачем вы лезите с советами если не понимаете в этом ничего?, что даст спрятать IP если он атакующему уже известен, что вам даст CF?

Вам нужно сменить IP адрес в первую очередь. никакие CloudFlare не помогут, если атакующий знает прямой IP адрес Вашего сервера.
Как вариант, можно у провайдера, у которого Вы арендуете VPS, заказать услугу защиты от DDOS-атак, если он такую услугу предоставляет, но это будет стоит не дешево, особенно на сильных атаках. -
