Когда я слышу "лучше без фрейморка" мне слышится "напиши css такого размера чтобы о в сумме составлял два css от фрейморка", потом не удивлюсь если будет требование - "гугл ругается на большой css нужно решить проблему".
Только личное мнение - никому ничего не навязываю.

А я постоянно вижу бутстрап, хотя используют от него только сетку 😔
Или мертвый jQuery, нужный только как зависимость для Slick и незнания о querySelectorAll. -
Я не спорю что фреймы имеют минусы, но отказываться от грубо говоря экскаватора в сторону лопаты - ну как минимум не целесообразно экономически. Просто завтра нужно будет внести изменения в сайт, а программисту ковыряй код после кого-то. В общем вы заказчик вам виднее как "должно быть" просто высказал свою точку зрения. Добра и позитива вам.

Если сделаю без сборщиков, но при этом оптимизирую верстку по гуглспид в зелёную зону и по скорости, подходит вариант?
