The project is a Windows application that includes a lightweight Android emulator with geolocation spoofing capabilities. The user can launch the Android emulator, install necessary applications (for example, the university app), and set a virtual location that the system will perceive as real.
Functionality:

Не нужен полный эмулятор андроида,нужна лишь видимость телефона,возможность менять локацию и предустановить приложение с плеймаркета.

Предустановить приложение с плеймаркета подразумевает то что будет операционная система Андроид - соответственно это уже полный эмулятор. Подмена локации - не проблема, напишите в лс более подробно для каких целей это все. Возможно подскажу более правильный путь куда стоит двигаться в этом направлении
