    На самом деле этот процент уже давно не учитывается, либо увеличивает цену раза в 2. Т.к. многих вещей ослик 9 просто не поддерживает, или поддерживает криво. + старые виндовсы - это win XP, на котором спокойно себе работает  ИЕ10. Версию ниже 10 я реально видел 1 раз за последние лет 5, да и те, кто сидят на таких ПК в инете не лазят просто потому, что сейчас на сайтах используется целая туча JS даже там, где он не нужен, в итоге такие странички просто вешают подобные ПК

    Далеко не факт. Те, кто сидят на ХР могут даже не знать о существовании других браузеров. + корпоративные политики частенько запрещают использовать что-то другое. Ну и плюс опера вообще в корпоративном сегменте не приветствуется
