In your case, you could have done through AWS SageMaker, as I had some experience with it before. It will not be a problem also to make the service on RestAPI

Сроки и примерный бюджет хотелось бы получить от исполнителя.
По особым требованиям, в идеале разместить сервер в Европе.

Принято, тогда наверное Amazon S3/4 - самій надежный вариант.
Я пойду почитаю документацию и сформирую ставку, где-то 2-3 часа.
