Основне критерии:
1) Наличие админ части куда будут загружаться данные для выдачи сотрудникам
2) Сотрудник может за один раз получить одну "строчку" информации, и пока не заполнит отчет с обязательными полями, не может нажать кнопку на выдачу новой строчки
3) Наличие авторизации и трех типов учеток: админ (выполняет загрузку строчек и может видеть полную информацию об отчетах), модератор может только просматривать отчеты сотрудников (урезанный админ), и пользователь который только может запрашивать на получение новых строк и заполнять отчет.
4) возможность пользователем вносить изменения уже в заполненные отчеты
