Text TranslationNo matter how disheartening these alarming signals may be, they have only prompted American and European leaders to repeat the same tired lectures to the world: stabilize your currencies, be strong, ignore the food riots, and patiently wait for foreign investors to return.
Foreign investment is indeed a good thing. The more, the better. Stable currencies are good too, as are free trade, transparent banking systems, the privatization of state-owned enterprises, or any other effective remedy for the West. However, we constantly forget that attempts to implement global capitalism have been made before. For example, in Latin America, there have been at least four attempts to implement reforms aimed at creating capitalist systems since gaining independence from Spain in the 1820s. Each time, Latin Americans turned away from capitalist and market economy policies as soon as the initial euphoria passed. Clearly, these remedies are not enough. Moreover, they are so insufficient that they are almost ineffective.
When these remedies fail, Westerners often do not question their effectiveness but blame Third World countries for their lack of entrepreneurial spirit and market orientation. If they have failed to prosper despite excellent advice, it is their fault: they missed the Protestant Reformation, they are crippled by the heavy colonial legacy of Europe, or they have too low an IQ. The suggestion that culture explains the success of such distant places as Japan, Switzerland, and California, and again that culture explains the relative poverty of equally distant places like China, Estonia, and Baja California, is worse than inhumane; it is unconvincing. The material inequality between the West and the rest of the world is too significant to be explained by culture alone. Many people desire the fruits of capitalism, so much so that many, from the children of Sanchez to Khrushchev’s son, are drawn to the West.

Text TranslationFor ancient writers, the label “Scythian” was primarily geographic. To be Scythian was to reside in a cold climate and probably live a nomadic life centered around horse-breeding. Our knowledge of the varied languages and cultures that existed beneath this umbrella comes mainly from Herodotus, whose evidence most likely came from the reports of other travelers or from simple hearsay. The Scythians, he says, thought of themselves as the youngest people. Their own myth of origin—associated with the union of a god and a river maiden—was only about a millennium distant37. They were divided into a number of tribes that spoke mutually unintelligible languages. Some grew grain for export; some lived in forests; some wandered about the treeless steppe. They fashioned their enemies' skulls into drinking cups and their scalps into cloaks. They milked mares by blowing into the animal’s anus, and cleaned themselves by taking cannabis vapor baths, which made them “howl with pleasure.”38 They had a particular fondness for warrior gods, and would worship at an altar consisting of a brushwood pile surmounted by a sword. Some of their number were said to suffer from a disease that turned men into women (perhaps a reference to social androgyny or even to bleeding hemorrhoids associated with long periods on horseback).39 Their greatest skill, Herodotus argued, was self-preservation, for when confronted with an invader, they could simply disappear into the steppe, fleeing like a herd of skittish deer.40
